以自由嘅塗鴉做能源嘅空中飄浮王國「塗鴉王國」，正面臨因能源不足而毀滅嘅危機！於是乎王國軍隊進攻春日部，強逼小朋友塗鴉以獲取能源！另一方面，能夠賦予塗鴉生命嘅寶物「奇跡蠟筆」，竟落入「超～無憂無慮五歲細路」野原新之助手中！為咗奪回春日部，小新同佢畫嘅塗鴉一齊戰鬥。然而作戰途中天空變得烏雲密佈，面對即將落雨嘅天氣，弱點係遇水即溶嘅塗鴉遇上重大威脅！到底喺冒險終點等待小新同塗鴉們嘅會係歡笑定淚水！？
